The Joint Press Communiqué between International Centre for Chemical Safety and Security (ICCSS) and China Petroleum and Chemical Industry Federation (CPCIF)

At the invitation by the International Centre for Chemical Safety and Security (ICCSS) in Warsaw, an international leader in chemical safety and security, the delegation China Petroleum and Chemical Industry Federation (CPCIF), the leading umbrella organization within the industry in China, paid a visit to Poland for a study tour, which included participation in the Warsaw-Beijing Seminar on reducing chemical threats held on 26th November, meetings with the Polish authorities and industries, visit to Technology Park in Puławy and visit in Institute for Chemical Processing of Coal in Zabrze. At the end of the visit, CPCIF and ICCSS issued a press communiqué as follows:

Warsaw-Beijing Seminar was a continuation of the Beijing seminar on reducing chemical threats conducted on 13th July, 2015, which marked the beginning of the practical cooperation between the Polish and Chinese partners in chemical safety and security and environmental protection. The seminar focused on the strengthening the Polish – Chinese cooperation in peaceful uses of chemistry. Keynote statements ranged from ICCSS’s initiatives and existing programs, China’s policies to promote chemical safety and security, and new opportunities for the development of Polish-Chinese cooperation in enhancing chemical safety and security. The Warsaw-Beijing Seminar confirmed and further developed the Polish-Chinese cooperation in reducing chemical threats and enhancing chemical safety and security. The participants confirmed that chemical and environmental safety and security were important instruments to enhance security, reduce chemical threats and promote economic, trade and development cooperation between Poland and China. 

The Chinese partners stated that the increasing safety requirements for industrial activity in China put requirements to introduce effective implementation of safety and security standards and practices in the chemical production and use of toxic chemicals and trade in broadly understood-chemical activities.  

The Chinese partners confirmed thier agreement to join as partners preparations and conduct of the global summit on chemical safety and security and accompanying international fair, to be held in Kielce, Poland on 18-20 April, 2016 (www.chemss2016.org) and informed that there would be a broad Chinese participation in the Chemss2016 and the Fair. 

The ICCSS and CPCIF further agreed to expand the the Memorandum of Understanding (MoU) between the China Petroleum and Chemical Industry Federation (CPCIF) China Control Chemical Association (CCCA), and the International Centre for Chemical Safety and Security (ICCSS) signed in Being on 13th July, 2015.  

The ICCSS and CPCIF agreed to jointly implement in China the ICCSS program of Local Awareness and Responsibility in Chemical Safety and Security (Local Awareness Program). This unique program contains various training courses and networking opportunities which could enhance chemical safety and security at a local level in China and initiate concrete cooperation between the ICCSS and China. The Polish and international companies in the areas of chemical safety and security and environmental protection are invited to join the Local Awareness Program. The CPCIF will host a study tour in the beginning of 2016 of the CPCIF and Polish and international companies willing to support the Local Awareness Program.  

The CPCIF also invites ICCSS and Office for Technical Inspection to cooperate to increase the level of technical safety and security in China through a modern and  competent examination and evaluation and improvement of technical culture. They will jointly promote in China  the Integrated Impact Assessment, which includes, inter alia,  analysis of environmental impacts of proposed technological measures and recommendations on selection of emission control measures and emission control plan in the enterprise. 

The CPCIF confirmed its position as a leading partner of the Global Summit on Chemical Safety and Security and accompanying Fair (chemss2016.org), which will be held on 18-20 April 2016 in Kielce, Poland, and will promote chemss2016 among the Chinese audience. The Chinese partners and companies will actively participate in the Summit and the Fair and present their experience, best practices and state of art technologies in chemical safety and security. 

The CPCIF and the ICCSS has confirmed their intention to expand the implementation of the Memorandum of Understanding. They will work together to upgrade chemical safety and security policies and in provide assistance in the development of training programs, voluntary initiatives and other expertise and advise in the field. Acting in this spirit, the ICCSS and the CPCIF decided to maintain high-level contact and strategic dialogue to enhance Polish-Chinese bilateral cooperation in the field of chemical safety and security and environmental protection. 

The CPCIF appreciated the warm reception extended by the ICCSS host and the Polish partners during the study tour.
