ICCSS led Societal Resilience Facility as New Milestone in Civil Protection and Public Safety

A Memorandum of Understanding (MoU) was signed on 11 October 2024, launching the development of a Societal Resilience Facility (SRF) at the Volunteer Fire Service Brigade in Złotokłos (OSP Złotokłos). Within the concept developed and led by the ICCSS, this facility will serve as a pioneering model for practical implementation of societal resilience. SRF will offer trainings and exercises for a broad range of stakeholders from civil society, volunteers, schools, local administration, industries, both in Poland and internationally.

 

 The ceremony was attended by local administration officials, civil society representatives, and local business leaders, all The signing partners include the International Centre for Chemical Safety and Security (ICCSS), Volunteer Fire Service Brigade in Złotokłos (OSP Złotokłos), Arkom, NGO Poruch from Ukraine, Asociatie Obsteasca Fireman from Moldova, and the Institute for Social Development (SDI) from Slovakia.of whom expressed their strong support for the initiative. This project is expected to play a key role in preparing local communities to face modern threats such as natural disasters, fires and floods, industrial and transport accidents, and CBR (Chemical, Biological, Radiological) emergencies.

The Societal Resilience Facility (SRF) is part of the broader vision of ICCSS to foster active and practical societal resilience in Poland and across Europe through broadening of relevant knowledge and trainings in civil protection, with emphasis on CBRN for all parts society. The SRF will offer hands-on experience in managing emergencies, providing realistic training scenarios and exercises that go beyond theoretical education. The SRF will strengthen public safety by preparing communities to better handle emergencies and crises, making Poland and its neighbors more resilient to modern-day threats.

 The ICCSS will lead the overall coordination, development and administration of the SRF, utilizing its international experience in training methodologies, crisis management, and partnership building.

OSP Złotokłos will offer a wide range of resources such as traditional fire service vehicles, specialized training equipment, including simulators for firefighting and rescue operations medical rescue kits, as well as a group of well prepared trainers. Thess human and technical capacities were successfully used during the international Złotokłos 2024 camp, conducted by ICCSS and OSP Zlotoklos, demonstrating its effectiveness in preparing young volunteers for real-life emergencies.

Practical Approach to Public Safety and Resilience

This project holds the potential to move into practice public safety and societal resilience in Poland and Europe. It aims to create a replicable model for trainings and exercises that can be adapted in various locations. The inclusion of international partners, such as Moldova and Ukraine, is a key element in this initiative, making the SRF a bridge for knowledge transfer and capacity building. The goal is to enhance resilience not only in Poland but across Europe and globally.
