From ChemReg in Amman to ChemRegs in other countries of the Middle East and Africa to introduce country tailored national regulatory frameworks, and offer trainings and exercises, best practices, capacity building, and cooperation among professionals in chem-bio and environmental safety and security and cybersecurity
On November 7, 2022, there was an international inauguration of Regional Centre For Chemical Safety And Security (ChemReg). The inauguration was hosted by the International Centre for Chemical Safety and Security (ICCSS) and Jordan, and organised under the auspices of G7 Global Partnership against WMD Proliferation. The inauguration was accompanied with a regional course on chemical safety and security and the final planning conference for EU funded project (EURO-MED-REACT) on civil protection exercises in Jordan, Moldova and Ukraine. ChemReg inauguration was attended by the representatives of Czech Republic, Egypt, Italy, Japan, Lithuania, Lebanon, Moldova, Morocco, Poland, Saudi Arabia, Slovakia, Romania, Tunisia, and the European Union (EU), United Nations (UN), Organisation for the Prohibition of Chemical Weapons (OPCW), World Health Organisation (WHO).
ChemReg inauguration was conducted in a newly erected building within the Joint CBRN Training Facility in Amman, as a core element of the project funded by France within G7 Global Partnership.
ChemReg inauguration and development is a core element of the Middle East Programme proposed by the ICCSS and Jordan to respond to urgent needs of the Middle East countries and African countries to respond to continued and growing threat of misuse of chemicals.
Amman ChemReg is a first regional centre to provide an integrated and comprehensive approaches in chem-bio and environmental safety and security and cybersecurityfor all relevant stakeholders. ICCSS continues cooperation with partners to establish ChemRegs in other countries of the Middle East and Africa. The ChemRegs will provide country tailored trainings and exercises, best practices, capacity building, and cooperation among professionals. ChemRegs will be national and regional hubs for enhancing national regulatory frameworks, and the implementation of UNSCR 1540 (2004), Chemical Weapons Convention (CWC), WHO Health Regulations, Chemical Conventions, and other international measures, within the Middle East Chemical Safety and Security Confidence Building Measures.
The ICCSS concept of national and regional centers for chem-bio safety and security (ChemRegs) was invented to mitigate the national and regional gaps in the Middle East and Africa, related to weak national regulatory frameworks, lack of cooperation, lack of competent staff. The ChemRegs will develop and offer professional staff to reduce chem-bio threats and enhance civil protection and chem-bio safety and security and cybersecurity, nationally and regionally. ChemRegs will provide standardized and certified trainings and exercises in chem-bio and environmental safety and security and civil protection. ChemRegs will maintain a network of regional trainers and trainings courses/exercises. ChemRegs will offer on-line reference library to assist trainers, trainees and national and industry users with safety and security in whole chain of chemical activities. ChemRegs will offer the international partners, including OPCW, EU, NATO, UN, INTERPOL, WCO, and industry organisations, to use its premises and trainers to conduct jointor otheir related activities in the Middle East and North Africa.
