On 8th December, 2022, during the European Union Table Top Exercise (TTX) in Chisinau, ICCSS and General Inspectorate for Emergency Situations of the Ministry of Internal Affairs of Moldova, signed Memorandum of Understanding (MoU). The MoU provides for the ICCSS to assist Moldova to join and implement the Union Civil Protection Mechanism (UCPM), enhance use of EU tools in civil protection, and to improve safety, human health and environmental protection during natural and CBRN related emergencies.
The MoU follows a formalapplication made by Moldova early 2022 to join the UCPM. The MoU recognizesthe ongoing role of the ICCSS in providing assistance and supporting Moldova in the development of national capacities in civil protection and CBRN safety and security, and alignment with the European Union civil protection structures. ICCSS supported Moldova capacities through trainings, exercises and best practices exchanges. ICCSS also provides support for the development of volunteer fire service in Moldova.
To implement the MoU, ICCSS will develop relevant draft legal and administrative documents to enhance national regulatory framework in civil protection and CBRNE safety and security. ICCSS will share with best practices and capacity building on UCPM implementation. ICCSS will develop and support to implement national training programme (expert training and the needed basic training for international deployments) for Moldova civil protection and emergency management personnel to implement UCPM. ICCSS and Moldova will develop projects and joint activities in the areas of prevention, preparedness and response to CBRN and natural disasters, civil protection, fire service, and chemical and environmental safety and security and cybersecurity. They will conduct national and international fire-fighting exhibitions, scientific seminars, and conferences.
The ICCSS will seek support of the EU and international community and offer a role of focal point for Moldova efforts to enhance its civil protection and crisis management capacities to prepare and respond to natural and man-made disasters and CBRN threats.
