The International Centre for Chemical Safety and Security (ICCSS) and the Responsibility Care Indonesia (RCI) have established cooperation designed to prevent chemical weapons proliferation under the Chemical Weapons Convention (CWC) as well as to enhance Indonesia's and South-East Asia's chemical safety and security. The parties have signed the Memorandum of Understanding (MoU) - the first step to implement the cooperation-programme principles.
ICCSS and RCI have agreed that chemical safety and security in the region of South-East Asia needs to be strengthen in the view of the rapidly increasing production, transport and use of chemicals. General availability of chemicals and inadequate control over chemicals production and management pose a threat for the public and the environment. There is also an increased danger that terrorists groups may use chemicals as weapons.
RCI has confirmed that Indonesia's state agencies, industry and science bodies will join in cooperation. RCI will also actively promote ICCSS in the region of South-East Asia.
Under the agreement, economic areas for which chemical safety and security is particularly important will be analysed. As the result, a road map will be created. The roadmap will present the current and projected state of chemical safety and security and include sectors-related studies on proposed legislative and operational framework, recommended training and corrective programs designed to increase chemical awareness at local and international level.
Polish-Indonesian cooperation also aims to develop effective solutions for research and educational initiatives related to the economic and social importance of chemicals. The cooperation priority is to create and implement training programs as well as to develop the people involved in the implementation of chemical safety and security measures based upon the ICCSS' Local Awareness and Responsibility in Chemical Safety and Security program. Provision of appropriate chemical safety and security level in Indonesia will be the subject of multilateral agreements. Thus conditions for cross-sector cooperation will be created.
The Responsibility Care Indonesia (RCI) has also confirmed participation of its representation at the Global Summit on Chemical Safety and Security (www.chemss2016.org)held in Kielce from 18 to 20 April 2016.
