ICCSS led EU civil protection exercise in Moldova and Ukraine

Table Top Exercise (TTX) co-organized and led by ICCSS was first EU civil protection in Ukraine during the Russian military aggression.

Table Top Exercise (TTX) co-organized and led by ICCSS was first EU civil protection in Ukraine during the Russian military aggression. The TTX was conducted in Chisinau (Moldova) Lviv (Ukraine) on 8-9 December 2022. The TTX was a first major activity within EU funded EURO-MED-REACT project, a new EU funded project, to align European Neighbourhood Policy countries in Eastern Europe and the Middle East with the European Union civil protection (UCPM), through a series of exercises in 2022 and 2023 (see: EURO-MED-REACT TTX brief).

 

Attended by the representatives from Czech Republic, Lithuania, Moldova Poland, Romania, Slovakia and Ukraine, the TTX considered scenarios responding to the increasing complexity of real-life chemical disaster situations and natural disasters and a growing threat of attacks against Ukraine critical infrastructure during the ongoing Russia war against Ukraine.

 

The unjustified Russian aggression has increased significantly threats of misuse of toxic chemicals due to ongoing Russia attacks against chemical plants, transportation of dangerous goods and energy carriers. Risks of major accidents, threats of terrorism in chemical industry and in transportation of chemicals in Ukraine and at the regional level, call for cooperation among the neighbours and the strengthening of chemical security in all areas of chemical activities. TTX verified local, national and international response in a simulated environment, with an activation  - in training mood- Union Civil Protection Mechanism (UCPM) and use of bilateral and international organizations assets in Moldova and Ukraine. The TTX will be continued  

 

The Moldova and Ukraine partners confirmed their intention to join UCPM and demonstrated a high level of preparation to use European Union tools. An early joining UCPM by Moldova and Ukraine will facilitate their access to EU resources and capabilities and enhance cooperation with UN and other international and national agencies to prepare for and respond to any major natural or man-made disasters.

 

During the TTX in Chisinau, ICCSS and General Inspectorate for Emergency Situations of the Ministry of Internal Affairs of Moldova, signed Memorandum of Understanding (MoU) to assist Moldova to join and implement the Union Civil Protection Mechanism and prepare and respond to natural and CBRN related emergencies (see: ). MoU provides for the ICCSS assistance and its coordination of international efforts to enhance use of EU standards and tools in civil protection, to improve resilience to CBRN threats security and safety.
