During the study tour to Minsk on 11-13 September, 2019, by the ICCSS Delegation led by. Amb. Krzysztof Paturej, and Gen. Ret. Wieslaw Lesniakiewicz, met with the leadership of the State Educational Establishment "University of Civil Protection of the Ministry for Emergency Situations of the Republic of Belarus, a beneficiary within the EU-CHEM-REACT 2 program. The University (http://www.ucp.by)  is a leading national education and training facility in civil protection, and a centre to conduct national and international activities, including exercises. The University was the observer during the EU-CHEM-REACT project (2017-2018).

The ICCSS Delegation was also met by  Gen. Vladimi Vashchenka,  Minister for Emergency Situations of Belarus.

During the study tour the partners discussed a scope, scenario, and conduct of the Table Tope Top Exercise (TTX). They agreed that a core task of the TTX is to demonstrate the preparedness to national and international response  to man-made and natural chemical and ecological disasters and activation of the European Union Civil Protection Mechanism and support of the international partners, including from UN OCHA, OPCW, INTERPOL and OSCE. The ICCSS Delegation also visited International Rescuers Training Centre (http://rescuetraining.ucp.by), near Minsk, where a series of demonstrations will be held after the TTX, on 30 October, 2019, to present capacities and preparedness of Belarus teams and cooperation with international volunteers, and concluded with wrap-up session.

The ICCSS Delegation also visited the regional education emergency security centre in Borisov, which is a leading education and training facility for youth on security threats. It also participated in the opening of the youth international camp.

During the visit ICCSS President signed a Memorandum of Cooperation (MoU) with Mr. Ivan Palevoda, Head of the University of Civil Protection. The MoU creates for the cooperation in international implementation technical assistance projects, including trainings and exercises.
