ICCSS assisted EU to prepare and conduct major exercise on hybrid threats

Since early 2022 ICCSS functions as the European Union contractor to prepare, conduct and evaluate Integrated Resolve Parallel and Coordinated Exercise 2022 (PACE 22) to EU's and NATO's abilities to counter hybrid threats. ICCSS team joined an active phase of PACE 22 on 14 -18 November, 2022, conducted in Brussels, in the form of a Command Post Exercise (CPX). ICCSS team assisted over 500 active players from over 20 EU countries, EU agencies, directorates and units to develop the EU's preparedness and response against internal and an external hybrid threats.

 

Rooted in EU-NATO Joint Declaration of 8 July 2016 which aimed at reinforcing the security of the EU citizens by boosting the EU's and NATO's abilities to counter hybrid threats notably by stepping up the mutual coordination on exercises, PACE 22 followed 2017 and 2018 PACE exercises. was hosted by Council of the European Union, European Commission, and the European External Action Service. PACE 22 Exercise enhanced the capacity of the EU to respond to hybrid threats; developed interaction with NATO to increase information exchange and to coordinate and synchronise with NATO's crisis reaction/ PACE 22 tested and improved the interaction and synchronisation between the existing EU crisis management.

 

In the PACE 22 preparatory phase, the ICCSS prepared exercise planning documentation, including Exercise Scenario and drafts of Main Events List (MEL) and /Main Injects List (MIL), Exercise Specifications (EXSPEC) and plan of work of the directing staff controls the exercise (DISTAFF). ICCSS developed a series of Exercise  support media info and films. During the conduct phase ICCSS assisted to increase the participants' awareness on the exercise, supported DISTAFF to inject the MEL/MIL at pre-defined times, and monitored the participants' reaction to these events.

 

Selection of ICCSS as EU contractor for leading EU exercise to meet all types of hybrid threats and enhance cooperation with NATO, was a recognition of the ICCSS capacities and experience to prepare, conduct and evaluate Table Top Exercises (TTX), Command Post Exercises (CPX) and Full Scale Field Exercise (FSX). ICCSS has developed and introduced Trainings and Exercise methodology and practice on civil protection, crisis management, and CBRN preparedness and response. ICCSS has  conducted such trainings and exercises in the regions of Eastern Europe and the Middle East. 

ICCSS offers methodology and scenarios for TTX, CPX and FSX, for CBRN related emergencies, major floods and fires.
