The mission is part of the EURO-MED-REACT project, an EU-funded initiative aiming to enhance civil protection against CBRN threats and natural disasters, and align Moldova and Ukraine with Union Civil Protection Mechanism (UCPM). Ukraine became member of UCPM in early 2023.
EURO-MED-REACT involves a progressive series of exercises, including a Table Top Exercise (TTX) conducted in Ukraine in December 2022 and now culminating in a comprehensive, full-scale field exercise (FSX) in Moldova from 12-14 July 2023.
Various European organizations, within multi-stakeholder and multi-discipline consortium, have contributed expertise and resources, including the General Directorate of the Fire Rescue Service of the Czech Republic (HZSCZ), the General Inspectorate for Emergency Situations of Romania (GIES), the Ministry of Interior of the Slovak Republic/Section of Crisis Management, and the State Emergency Service of Ukraine. In addition, the Lviv State University of Life Safety, Ukraine (LSULS), and Polish Volunteer Fire Service units are also participating. The participation of all international teams is coordinated by the Union Civil Protection Team representing Directorate-General for European Civil Protection and Humanitarian Aid Operations (DG-ECHO.
The FSX is accompanied by an Exhibition and conference under the title: Civil Protection Beyond Borders, ICCSS led program to enhance national civil protection and crisis management in Eastern Europe and the Middle East. This program provides, inter alia, for the development, implementation and alignment with the Union Civil Protection Mechanism (UCPM) and international humanitarian and assistance program.
The EURO-MED-REACT project, led by the International Centre for Chemical Safety and Security (ICCSS), comes as a timely response to escalating environmental, health, safety, and security challenges requiring improved international cooperation and European Union engagement and support.
Given the complex and ever-changing climate, health, environmental, and safety risks, effective civil protection, prevention, preparedness, and response have become top priorities. EURO-MED-REACT serves as a visible confirmation of power of international cooperation and the critical role of civil protection and crisis management as a core element of national security, public health, and environmental protection.
